Man arrested, charged with sexually assaulting young teenage girl

CEDAR HILLS, Ore. - A man was arrested Saturday evening on charges he sexually assaulted a young teenage girl in Cedar Hills.

Phillip Banuelos, 40, was charged with second-degree assault; harassment; strangulation; and third-degree sex abuse. He's in Washington County Jail on $250,000 bail.

"He got on top of me. He was punching my face and telling me stuff like you're never going to see daylight again, and that I'm never going to see my family," said one of his alleged victims. She's only 13 so we are not revealing her identity.

Tenants say he's the property manager at the Sunny Ridge Apartments, where one of his alleged victims lives. He has access to all the apartments, now she's worried he could hurt her if he's released.

"This is a neighborhood with children and kids. Every kid is in danger by him and no one would be safe in these apartments," the alleged victim said. We also are choosing not to reveal her name.

The victim was sent to the hospital with non-life-threatening injuries.

The assault happened around 8 p.m. Saturday near S.W. Jenkins Road and Ecole Ave.

Banuelos was booked on $250,000 bail. He'll go before a judge on Monday.
