Pedestrian hit and killed by drunk driver in Sandy, police say
SANDY, Ore- Police say it all happened around 11:30 Friday night at the intersection of Beers Avenue and Hood Street.
They say 32-year-old Philip Krogstad was driving drunk when he ran over Michael Topliff.
A witness, who asked not to be identified, said she saw Krogstad earlier in the night and begged him not to drive.
"He had come over to say hi. We could tell he was drunk, we told him multiple times not to drive but he went to go get his car and he drove," the witness said.
Later, she was walking to a nearby market when she heard the crash. The trained nurse rushed to see if she could help Topliff, but it was too late.
"He was pretty crushed. His whole body was crushed. I attempted, but I wasn't able to help him in any way," the witness said.
Topliff was taken to the hospital, but died from his injuries.
Police said Krogstad initially left the scene but returned a few minutes later and turned himself in.
The woman said her heart goes out to Topliff's family, and that she wishes she could have done more to keep Krogstad from getting behind the wheel.
Police said an hour after the crash, Krogstad had a blood-alcohol level that was nearly twice the legal limit.
He was charged with DUI and third-degree assault, but that was before Topliff died. Police expect he'll be facing more charges.
