PORTLAND, Ore.— A Portland resident faces an arson charge and is being accused of setting fire to the plywood and awnings on the Justice Center at a protest in downtown Portland, according to the District Attorney's office.

Cyan Waters Bass, 21, was one of 13 arrested at Portland protest on September 23.

According to Multnomah County court documents, police saw Bass walking near the Justice Center on the evening of September 23. Officers said they observed Bass wearing a black baseball cap holding a crowbar, using a slingshot to break windows of a police building and they say they later observed Bass squirting a liquid on plywood covering windows and lighting it on fire.

Officers say they saw the fire from the plywood spread to the awning of the building, where 268 people are being held within the Mulnomah County Detention center and 25 federal inmates.

Bass was arrested later in the evening and police say they were in possession of white marbles, a clear bottle with an unknown liquid, a black crowbar, a black slingshot, two lighters and a black baseball cap.

According to the District Attorney's Office, police also arrested 21-year-old Hannah Lilly in connection with the incident on Tuesday.

She is charged withone count of attempted arson in the first degree, two counts of criminal mischief in the first degree and one count of riot.

Bass pleaded not guilty in federal court on Tuesday and was released, pending arraignment on December 3.
